Hey Leo,

The reason is: Think of the "2-bucket Method", for Fiori/S4, the default components installations involve frontend UI and backend components. In theory Fiori frontend can connect to more than one backend, such as ECC6 EHP7, S4 and so on. For each backend system, by default the ODATA service was not known by Fiori frontend NW gateway, so that you'll have to publish these services as per needed.

Think of this way: Fiori frontend potentially could have thousands of UI installed, but would you need to activate all of them? Maybe not. You'll also have to consider the version match issue....
